To deal with these issues one needs expertise in many areas such as the Clean Water Act, National Pollutant Discharge Elimination System (NPDES) and Endangered Species Act, evaluating instream flow recommendations from a variety of sources, giving expert testimony about water rights, consulting with stakeholders, agencies and communities and incorporating both biological and cultural resources into on management plans, and understanding many different modeling analyses.
